Speaking of treats, let me take you back in time to January 2000. That’s when my wife Susan and I discovered Aiken, after leaving the hustle of coastal Florida. Having weathered three hurricane evacuations in a single summer, we were ready for a change. Enter the “Halfback Club” — a fun term for retirees from the Midwest like us, who decided to head inland to escape nature’s fury.
Aiken stood out to us right away. Not only does it boast a high quality of life with its lush trees, lovely parkways, and an inviting downtown area, but the cost of living is also quite appealing. We were smitten by the mix of historic charm, equestrian areas, friendly folks, and ample cultural and educational facilities. It felt like home!
The year 2000 is memorable for so many reasons. Y2K had everyone buzzing, and the political climate was just as tense with the Bush-Gore election looming. Amidst all this, a significant proposal emerged — the Aiken County Capital Project Sales Tax (CPST). This tax aimed to alleviate the burden of property taxes while providing funds for essential capital projects. The tax, which is just a modest 1 percent added to retail sales within Aiken County, has had a lasting impact over the past 24 years.
Fast-forward to today, and it’s fascinating to look at the changes in Aiken’s financial landscape. From 1975 to 1999, the millage rate almost tripled! Luckily, after the CPST was implemented, that trend flipped — with the average millage rate stabilizing at around 69 mills since 2000. In fact, Aiken County has proudly secured the title of having the sixth lowest property tax rates out of 46 counties in South Carolina!
If you’re a homeowner in Aiken, you might be thrilled to know that the combined city and county property taxes for a home valued at $400,000 run around $2,300 per year. To think it could have been twice that amount had voters not approved the CPST! What a huge relief for all of us who call Aiken home.
Even better, the CPST allows for a “pay as you go” approach. This means the funds are available on hand for projects rather than leading us to borrow and spend. Imagine the savings of countless dollars in interest expenses over two decades — it’s enough to put anyone in a good mood!
Another bright side? The tax burden has shifted significantly. Instead of 100% of the costs landing on property owners, an estimated 25-33% of the bill has been passed on to out-of-county visitors! This makes it easier for us locals. Plus, many everyday purchases, like groceries, gas, and medical services, remain exempt from the sales tax, which is a bonus for all.
As we look at how life has unfolded in Aiken, it’s clear that the CPST has played a vital role in nurturing our high quality of life while keeping living costs low. With a thoughtful approach to funding our community, it’s comforting to know we’re part of a system that values our needs and enhances our town’s allure.
In a nutshell, the CPST is not just a number on our receipts but a saving grace for our beloved Aiken. It’s allowed us to enjoy the fruits of our hard work without excessive financial strain.
