North Augusta Considers Impact Fees to Tackle Development Challenges

In the charming city of North Augusta, exciting things are on the horizon as the city grapples with the growing pains of new development and its impact on local resources. Recently, city officials have turned their attention to a new solution: impact fees. These fees could genuinely help offset some of the challenges that come with urban growth and ensure that city services keep up with demand.

During a special session on September 9, the North Augusta City Council spent a good chunk of time discussing the potential imposition of these fees, especially focusing on how they would apply to wastewater treatment and possibly affect water and sewer rates. But that wasn’t all that was on the agenda; the council also faced some pressing issues such as erosion control off the Greeneway and the troubling roof leaks at retail spots in SRP Park.

Good News: Possible Funding for Public Parks

One interesting point that came up in the discussions was the realization that the city has been “leaving money on the table.” Council members were advised that parks should also be considered as beneficiaries of these impact fees. This is particularly relevant, as these funds could be used to enhance the quality of North Augusta’s wonderful parks and recreation facilities.

After much deliberation, the Council approved $14,500 to assess the impact that building projects have on parks and to develop a fee schedule reflecting those effects. Just to give you an idea of how worthwhile these fees can be, the city can look at other South Carolina locales, like Mount Pleasant, where a new single-family home incurs around $2,400 in recreation impact fees alone!

Timeframe for Implementation

City Administrator Jim Clifford mentioned that we might see an updated draft of the fee schedule by late October or early November. If all goes according to plan, an official ordinance for the impact fees could even make its way to the council early in 2025. How neat is that?

Fixing Erosion and Roof Leaks

Shifting gears slightly, the council also wrapped up discussions about addressing the erosion issues surrounding Riverside Village and Hammonds Ferry. If you’ve spotted those bright orange cones around Boeckh Park, you won’t have to look at them for much longer! The council greenlit a $50,000 plan to stabilize the riverbank and prevent potential trail washouts, keeping everyone safe and the Greeneway clear.

There’s also some good news brewing several miles down the river at SRP Park. The ongoing roof leaks at retail spots have been a headache for businesses in that location for quite some time. In response, the council has authorized up to $85,000 for design work to create a permanent solution. This funding will go to a local contracting firm, Williamson & Associates, for the design work and inspections, though the repairs will require further funding approval later.

For residents who are eager to stay in the loop about these developments and more, city officials are hoping to host quarterly engagement events. Such initiatives aim to promote transparency and ensure that the citizens of North Augusta are well-informed about the city’s growth and action plans.
